...Flood Message in effect through 12pm Wednesday...
A strong low pressure system will form over the Central US and move
towards the Great Lakes Tuesday Night. Although the precipitation
may begin as snow or sleet, a strong surge of warm air in the mid
and lower levels of the atmosphere is expected to turn the precipitation
over to all rain. Overnight Tuesday into Wednesday morning, the precipitation
is expected to pick up as a secondary low pressure forms just south of or
even possibly near/over the region. Forecast guidance is indicating
the development of very heavy precipitation which could lead to storm
total rainfall amounts in excess of 1.25-1.50 inches. Some areas
may experience locally heavier amounts.
The precipitation is expected to taper off by Wednesday afternoon.
During the heavy precipitation, poor drainage, low lying, or small
stream areas may flood. This may occur in tandem with the morning
commute.
...A flood message means periods of heavy rain will cause some
poor drainage, low lying street, or small stream flooding over a short
